What does the panache list add to the flexible lists?

With a panache list you can even vote for multiple party.

What is the difference between SNTV (Single Non-Transferable Vote = majoritarian system) and open lists?

In SNTV there is no first step (seats going to parties): candidates competing against each other, zero-sum game. In open lists you have an incentive to not impede party loyalty because you can benefit in the end from the votes the candidate brought in.

How does STV work?

  1. Surplus votes of candidates having 'too many' votes get reassigned
  2. When no surplus votes get any candidate elected anymore, candidates with the least votes, based on first, second, third ... Order preferences get eliminated
