    Outside in: finding partners to do research on a topic that needs clearance. Dus bedrijven of overheid bieden iets voor de 'inside'. 'inside' is university. Dit kan dus ook via contract research. Je beantwoord vragen van de overheid. Consultatie valt hier ook onder.
